Man is the core factor in the management, and employees are the theme of performance appraisal. In order to build a more efficient and reasonable performance management system, the paper firstly explores competence quality model and performance management theoretically. It then puts forward a performance management system for high-level employees. On bases of that, the paper studies the performance management in Huachuan Company empirically.This paper mainly takes advantage of empirical analysis method, such as questionnaires and key event interviews, gaining a competence quality management model. And it gets the weight of assessment through AHP and double evaluation system through vague analysis. The paper also redesigned the company’s overall performance management system through the dual system in performance evaluation.This paper studied the present situation in performance management and the problems Huachuan faced systematically, especially the key role management layer plays in performance management and the significance of perfecting performance management system based on the management competence model. Also, it empirically analyzes the construction of the competence quality model which is the highlight and the performance management system under this model which is the starting point and the foothold. In the end, this paper summarizes the steps and safeguard measures to implement the new performance management system and the benefits to the company and managerial practice.Through the research, it can be drawing that the competence quality model plays important role in performance management, and performance management should turn the traditional performance assessment into a new era highlighting both competence quality and performance management.
