Abstract


State-owned asset management companies, as the intermediate level among "the SASAC-state-owned asset management companies-the wholly state-owned holding shares of companies", is a very important part and plays a connecting role. Setting performance appraisal for state-owned assets management companies is an important task in the management of state-owned assets, and a necessary management behavior for ensuring and promoting the operation of the company’s internal management mechanism. Scientific and effective performance appraisal of the asset management companies has important meanings for improving the operation efficiency and preserving&increasing the value of state property.Starting from the theory of state-owned assets Performance appraisal, and combining with my own practice of performance appraisal in last few years, the paper analyzes the current situation of performance appraisal in Wujiang District state-owned asset management companies. Moreover, setting the two different views, one of which is National assets operating company implements the operators target assessment, the other is the internal implementation of performance appraisal of state-owned assets operating company, this paper analyzes the pros and cons of the current appraisal system, and points out the problems, such as the assessment of the coverage is not wide, the lack of scientificity in assessment, the lack of long-term incentives, and the lack of utilization of examination results. Based on this, this paper offers the countermeasures and suggestions to improve the performance appraisal of state-owned asset management companies in Wujiang District. The suggestions are as follows:to establish a scientific KPI performance indicators system, improving the effectiveness of the performance appraisal, full using of the performance appraisal results, and establishing the high-effective "performance culture"; to accelerate the operating budget system for the state-owned assets, strengthening the efforts of Supervision; to introduce of performance appraisal information system, and strive to create a "Wide Wujiang system"; and to supervise the state-owned asset management companies to perform their social responsibilities, and promote harmonious development of the company and the society. Hope this paper can offer some good suggestions for the Wujiang Asset Management Office to develop more scientific and reasonable performance evaluation system, guide the work of state-owned supervision, and provide the reference for the performance appraisal of similar assets management companies.
