Abstract


With the integrating of the world economy, international market competition isbecoming increasingly fierce, and the management environment of enterprise haschanged greatly, so this brings new changes to performance assessment and managementof a building enterprise, especially to a state-owned enterprise. This article aims toanalyze and conclude problems existed in assessment of Overseas Project Departmentassessed by China22MCC Group Corporation ltd., propose solving strategy andimprovement measures, build a new assessment system of22MCC based on the balancedscorecard and key performance indicator system, give a scientific, reasonable and morefeasible suggestion, thereby to achieve the aim of improved performance assessmenteffectiveness of Overseas Project Department of China22MCC, and also guide Chineserelated enterprises to participate in the international market competition. According tocharacteristics of this article, the author adopts methods of questionnaire survey, expertinterviews, and literature research.Firstly, collect and analyze the research situation of performance assessmentdomestic and abroad, summarize basic theories in terms of concept, basic componentsand research methods related to performance assessment, so as to establish a theoreticfoundation for the more reasonable performance assessment system of China22MCCOverseas Project Department.Secondly, analyze implement of existing performance assessment system of China22MCC Overseas Project Department in details, study the background, target,implementation and fulfillment of this system. Also analyze main existing problems andreasons during the implementation, it’s necessary to proceed with existing problems inorder to improve the management and efficiency.Again, regarding existing problems of China22MCC Overseas Project Department,apply the design principles and essential requirements relating to balanced scorecard andkey indexes, so as to put forward improvement measure and suggestion, to establish amore scientific, reasonable and feasible assessment system. Finally, as how to ensure the smooth implementation of performance management,analyze and discuss both push factors and obstructive factors during the current projects,ensure continuous improvement in performance management, let enterprise gaincompetitive advantages so that realize the strategic objective finally. Provide the theorysupport and reference value for the following similar projects.
