Abstract


Based on the summary of the1997Asian financial crisis, and drawing on the experienceof other developed Western countries, in1999, the State Council approved the establishmentof the SME Innovation Fund designed to finance scientific and technological innovationactivities of SMEs. In2000Jiangxi Province, the first in the country to set up provincial SMETechnology Innovation Fund, is mainly used for match funding of the National InnovationFund project in Jiangxi Province and declare for the National Innovation Fund to fosterproject source; and the establishment of a provincial Innovation Fund Management Center,the main job is to conduct a special provincial Innovation Fund management. In this paper,the author wants to use the Jiangxi SME Innovation Fund since its establishment12years(2000-2011) run data as the basis for the main purpose to expand the performance evaluationof the Innovation Fund of Jiangxi, focusing on the analysis of the process of the operation ofthe Fund Based SMEs the project, inputs, outputs, as well as the case of the input-outputefficiency.Innovation fund projects are directly funded by innovation fund. The effect evaluation ofthe implementation of innovation fund in Jiangxi province includes project projects andacceptance projects. The context of the project projects including each year number in JiangxiProvince, the distribution of the number of districts City, the distribution of the number of thetechnical areas. The context of the acceptance projects include the input of social effectbrought by innovation fund and corporate resources invested by Jiangxi Province High-techSMEs in the process of project implementation. Then the paper uses the method of DEA tocalculate the input-output efficiency. Finally, according to the analysis results, the papersummed up the problems of Jiangxi SME Innovation Fund, and the correspondingcountermeasures and suggestions.
