Small and medium-sized enterprise cluster (SMEs) has became an important componentform based on the background of economic information globalization, trade liberalization,international division of labor more and fine. We all know most of SMEs are spontaneouslyformed under the conditions of market economy, however many factors affect thedevelopment of SMEs; government service is also one of important affecting factor. AllRound the World of SMEs development, we can find that SMEs development is closelyrelated to the government service.By combing the relative literatures of domestic and overseas government servicing theSMEs development, we analyzed the relationship of government service function and SMEsdevelopment, discussed the importance of government servicing the SMEs development.Through interview managers of small and medium-sized enterprise and government officials,then summarized the primary government behaviors serving the SMEs development, whichincluded eight aspects: infrastructure construction; regional marketing activities; technologyinnovation to promoting; talent training and introduction; industry related network; marketmanagement norms; information platform construction; financing platform construction andso on. Then it made up a questionnaire to the small and medium-sized enterprise in theclusters of Liaoning province. Finally we used the software SPSS to data collate, analyze andget the results, small and medium-sized enterprise in the clusters are compared satisfied withthe government service functions of infrastructure construction, market management normsand talent training and introduction; with the neutral opinion to the regional marketingactivities that means they are not satisfied with it; however they are a little unsatisfied withthe technology innovation to promoting, information platform construction of governmentservice functions, at last they are unsatisfied with the industry related network and financingplatform construction of government service functions. Research results will be a reference tothe next stage of the work for the government in Liaoning province. Based on theperformance evaluation of governments servicing the SMEs cluster in Liaoning province andthe existing main obstacle factors during the time of SMEs cluster development, we put forward some suggestions of improving governments service function to the SMEs cluster inLiaoning province. The government should maintain the performance in the aspects ofinfrastructure construction, market management norms and talent training and introduction;meanwhile the next stage of the core work is to “provide the good financial environment,perfect technology innovation system and improve informatization level of small andmedium-sized enterprise. At last we conclud two appeals of small and medium-sizedenterprise in the clusters to the government by the communication with the enterprisesmanagers during the interview. One is issuing supporting measures and guaranteeing policyimplementation; another is that government should pay more attention to the actual result andimprove the quality of services. This research will provide reference for the government tomake up the policy which are servicing to the SMEs, also it will boost the whole competitionof SMEs and be with realistic directive significance.
