Abstract


Occurred in April 2011, after the Sanlu milk powder incident in 2008, lean meat powder event in Shuanghui Company is a major food safety incident, so that our food safety supervisory system has been under scrutiny. Food should be to meet the basic needs of the masses. However, food safety events have brought about a burst of panic on the food in society, and caused great loss of property and lives of people, which have aroused attention of every person. Therefore, this paper has been researched food safety regulatory system in mentioned social context.Food products have the features of credence goods. And there exist externalities, information asymmetries in food supply, so market failure is quite common. To resolve the market failure, the fundamental solution lies in the governmental regulation---the“visible hand”, to offset the limitations of market mechanism. However, years of regulatory practices show that the effect of government regulation is not satisfactory, and the malfunctioning of governmental regulation is still plaguing the whole society. Theoretically, the fundamental reason for government failure is that we still do not have a profound understanding of the food safety supervision mechanism. The understanding to connotation and extension of food safety concept has not reached unanimity, and the decision mechanism of food safety is not yet clear, and has not the ways and means to construct cheap and efficient regulation mechanisms. In this paper, public management theory, theory of public goods, asymmetric information theory, and government control theory are guides of this study. The author carefully drew on existing research results at home and abroad, analyzed the domestic and international food safety regulatory history and current situation with economic methods and summed up the experience of food safety supervision of developed countries. The author believed that market failure, government failure and failure of the social organization of China’s food safety regulatory system are the real reason behind the problem about food safety supervision system , and proposed to improve the food safety regulatory system of measures and suggestions, including improving the legal system of food safety regulatory system ,improving food safety standards and inspection systems, the establishment of credit system of food safety supervision, the establishment of food safety supervision system of education and publicity, building auxiliary food safety supervision system and strengthening international exchanges and cooperation.
