Empirical Study on the Differences of Technological Progress Effect through Outward Foreign Direct Investment of China between Areas

With the deepening of China’s opening to the outside world in different fields, and the rising of opening level, the two strategies" Bringing in" and "Going out" pushed forward China’s economic development and technological innovation。 More and more researchers now focus on the promotion effect of China’ OFDI (Outward foreign Direct Investment).This article conducts a systematic and comprehensive analysis on the topic of OFDI’s reverse technology spillover, after reviewed recent researches both at home and abroad, we confirm that OFDI can truly produce a reverse technology spillover effect, and the effect can be realized in several channels under different factors. This article is an empirical test on the panel data of China’s30provinces to find out the existence of that effect, then we analysis the every factor that may have influence on the effect in order to exam the threshold effect.We classified3different levels of OFDI’s reverse technology spillover after researched the spillover mechanism, that is:transfer the technology to home county through the feedback effect of research, R&D resource sharing and reverse transfer of technology; then the parent companies transfer that effect into the industrial level by Prospective effect, Side effect and Retrospective effect; at last, push forward the home country’ technology by demonstration effect and competitive effect.We find out that OFDI can truly produce a reverse technology spillover effect by an empirical study of provincial panel data. But the effect is different in different areas, the Eastern China can have a positive spillover, but the Middle China and the Western China can not only fully receive a positive spillover, but cast a substitutive effect by the increase of OFDI. It suggests that must have a threshold effect in receiving the reverse technology spillover because of the massive difference in different areas of China. We then analysis every factor that can influence the spillover, we further analysis every factors’ specific threshold limit, we find that most provinces in Eastern China can cross most factors’ limits to get a positive spillover, but most provinces in Middle and Western China can’t cross those limits, so that they can’t receive positive spillover.At the last of this essay, according to the situation of each factor’s threshold limit, some Specific measures were recommended to improve the reverse technology spillover effect of different regions, such as continue to uphold the policy of Opening up to the outside world, adjust the patterns of opening up, encourage more enterprises to "go out", put forward more investment in science and technology and education, properly handle the relationship between technology introduction and independent innovation, continuous improvement of the financial services system and so on, Provide good safeguard for enhancing China’s technology level.
