With the rapid development of glable economic, environmental pollution has becomeserious increasely. Haze was already prevalent in most parts of China, to strengthen theefforts of environmental regulation is urgent for that the haze is a serious threat to people’shealth. Domestic and foreign scholars have not reached a consensus on whetherenvironmental regulation will promote green technology innovation, and to improve theeconomic development, environmental regulation and green technology innovation is just asimple linear relationship or not. With these problems, this paper discusses the influence ofenvironmental regulation on green technology innovation from the theoretical andempirical.In theory, this paper discusses the positive and negative effects of green technologyinnovation caused by environmental regulation of our country, and builds the theoreticalmodels of green technology innovation role by environmental regulation. Mathematicalreasons out the "U"-shaped curve relationship of environmental regulation and greentechnology innovation, also analyzes the development of environmental regulation andgreen technology innovation. In the empirical research, this paper based on the panel dataof30provinces and cities in China of2000-2011, instead of the single indicator methodthat use principal component analysis to measure the intensity of environmental regulation.On this basis, establish the multiple regression equation to analyze regional differences ofenvironmental regulation on green technology innovation effects, and build the thresholdmodel to find out the environmental regulation intensity threshold, and then conclude thatthere is not a simple linear relationship between environmental regulation and greentechnology innovation.The results show that: China has increased the intensity of environmental regulationand green technology innovation, but compared to developed countries, the developmentof our country is relatively backward, facing great pressure. The role of environmentalregulations to green technology innovation exist for great regional differences, in theeastern region, environmental regulation has a significant role in promoting to greentechnology innovation, but it is not obvious in the central and western regions, especially in the western region, there has been a negative effect. There is a threshold intensity value(1.315) of environmental regulation, more than1.315, and promote green technologyinnovation, lower than the1.315Instead. Therefore, the role of environmental regulationson green technology innovation presents "U"-type non-linear relationship. The impact ofenvironmental regulations on green technology innovation is also affected by other factors.There is also the per capita GDP threshold, the threshold of human resources, technologicalinnovation investment thresholds and industry concentration thresholds.Based on the analysis above, China do not enter the mistakes of blindly increase theintensity of environmental regulation, and reasonable implement environmental regulationspolicy according to the development of different regions, but also consider a variety offactors, to promote green technology innovation better, and improve the level of economicdevelopment of our country.
