Operating mechanism construction is one of the cores of enterprise management.Operations mechanism management is the future long-term goal, ways and means, isan important foundation for the survival and development of all types of enterprises.Strengthen enterprise management is a necessary and important tool to achievebusiness succeed for the modern entrepreneur. In21st century, along with the rapideconomic development and the process of financial business competition haveaccelerated, various financial institutions are facing unprecedented challenges. Forachieving sustainable development, agricultural policy banks must improve theoperation and management mechanisms of social development.As a state-owned policy bank, Jilin Agricultural Development Bank faces withthe proactive fiscal policy and prudent monetary policy of the country, accelerates thestrategic adjustment of economic structure, macroeconomic policy situation, not onlyimpacts on business operations, but also proposes new requirements for theperformance of its functions. The ability to adapt to market adjustment and policychanges of Jilin Agricultural Development Bank is facing new challenges. InDecember,1994, the State Council "About the notice of constructing ChinaAgricultural Development Bank" indicates that China’s agricultural policy bank wasborn. Jilin Agricultural Development Bank is directly under the leadership of a branchof the Agricultural Development Bank, whose main task is: based on the nationallaws, regulations and policies, national credit, raised agricultural policy credit-loanfund, undertake agricultural regulations financial services, proxy agriculture fiscal disbursement of funds, serviced for agriculture and rural economic development. JilinAgricultural Development Bank, in order to seek long-term sustainable developmentpath, in the new economic situation, must examine all elements of operationalmanagement, analysis internal and external favorable conditions, advantageconditions and disadvantage factors of affecting the operation and management, makethe operating mechanism adapt to their own development. Operation andmanagement mechanism of Jilin Agricultural Development Bank has gone throughthree stages: from1994to1998, early stages; from1998to2004, propulsion andclosed the acquisition of funds management stage; since2004, building a modernagricultural policy bank phase. At this stage, the state implemented a proactive fiscalpolicy and prudent monetary policy, more actively and safely handle to maintainstable and rapid economic development, economic restructuring, management ofinflation expectations, accelerating the strategic adjustment of economic structure, thestability of the general price level in a more prominent position, and effectivelyenhance the coordination of economic development, sustainability and endogenousmotivation. Macroeconomic policy has changed actively sound, prudent and flexible,which impacts on business operations of Jilin Agricultural Development, but alsoproposes new requirements for the Agricultural Development Bank to improve theoperation and management mechanism and functions.This paper uses logical analysis and empirical research methods, discusses andresearches the improvement of operation and management mechanism of JilinAgricultural Development Bank from theoretical and practical aspects, which providea theoretical basis for sustainable development and suggestions. Firstly, the papertalking about the background of operational management mechanism establishedfrom Jilin Agricultural Development Bank, explain the bank operation andmanagement mechanism basic situation and development process, focusing on theformation of its operation and management mechanism; Secondly, analysis the problems which the operation and management mechanism existed of JilinAgricultural Development bank, elaborated operation and management mechanismsubject to external and internal factors affecting their own problems, subjective andobjective factors of affecting the operation and management mechanism are empiricalresearched; Thirdly, the necessity of improving the operation and managementmechanism of Jilin Agricultural Development Bank, focusing on referring to foreignagricultural policy finance the development of operational management mechanisms,adapting to China ’s economic and social development to support the "three rural",logically analyzed for the requirements of the development of China’s financialreform and build a modern agricultural policy bank operating mechanism, whichprovided a theoretical basis for improving operation and management mechanism ofJilin Agricultural Development Bank; Finally, this paper elaborated the improvementmeasures of operations management mechanism, which proposed to improveoperation and management mechanism strategy of Jilin Agricultural DevelopmentBank.
