Abstract


The old industrial base refers to those industrial base which was formed by heavyindustry backbone enterprises aggregating during the construction period in "the first five","the second five" and "three-wire". A large number of old industrial bases is distributed in theNortheast region, a small amount of it is distributed in inland areas. Northeast old industrialbase is the cradle of new Chinese industry, it had made a historic significant contribution toforming Chinese industrial system and national economic system, it also benefit to Chineseeconomic opening up and modernization. For the end of the global Cold War and theimplementation of the reform and opening up policy, National ideology, strategic plans andeconomic landscape has changed significantly, China’s industrial center gradually transferredto the inland and eastern coastal areas, therefore the northeast old industrial base is declining.This paper reviews the relevant research literature, financial support policy in regionaleconomic development plays a important role such as improving the level and efficiency ofinvestment and financing, promoting technological progress, changing the organizationalstructure of enterprises and enterprise scale, promoting the optimization and upgrading of theindustrial structure of the regional economy. Germany, Japan and the United States and otherdeveloped countries have accumulated successful experience of the old industrial bases, theseexperiences has important implications on the old industrial bases in Northeast China. Thereare two policy reasons for underdeveloped financial in northeast old industrial base, one is thefinancial enterprises operating difficulties causes the indirect financing of enterprises isrestricted, the other is capital market development lags behind causes the direct financingchannels are not wide. This paper combs the current national financial support policy, putsforward some financial support policies of the old industrial bases in Northeast Chinaincluding improving financial efficiency, the positive development of the regional financialmarket, improving the capital market, improving the currency market etc.
