Abstract


At present, in numerous research projects, scientific research conditions in relieve the strain on the scientific research resources sharing platform construction project, security support played an irreplaceable role, indirectly promote the development of science and technology progress in China. Countries and places on the scientific research project management to do a lot of research, also has accumulated relatively rich experience in practice, however, in the process of scientific research conditions sharing platform construction project control there are still some problems, such as the lack of a project life cycle management idea, the project process management is loose, etc.This paper analyzes the management status of domestic and international research projects, in terms of scientific research project management experience at home and abroad and combined with the actual situation in our country, on the basis of sharing platform in scientific research institutes of scientific research in our country condition construction project process control as the breakthrough point, emphatically discusses the theory using the project life cycle with sharing platform construction project management, the combination of scientific research conditions from the perspective of life cycle, to this kind of platform construction as the main target to explore the scientific research project of process control research:research condition of sharing platform construction project entire process is divided into three stages:initiation stage, implementation stage, concluding the acceptance stage. And by using the method of project management, standing in the point of view of project managers, sharing platform for scientific research conditions of construction project management life cycle as well as the influence factors of every stage of the life cycle, such as purchasing management, schedule management, cost management, quality management, and other aspects were analyzed, and put forward the corresponding process control methods, so as to comb the relationship between each factor and solve the contradiction.By strengthening the research condition of Chinese Academy of sciences of sharing platform construction project life cycle of the process control, to further standardize the scientific research project running mechanism; In relieve the strain on the scientific research resources at the same time, also can waste of scientific research funds, can avoid some risks at the same time. In this paper, the research will perfect our country the whole process of scientific research project management, as a scientific research institutes for science and technology management system reform and innovation, to provide some reference and experience.
