Abstract


The in political linguistics vision, discourse is both a political tell, tell political. It is not only the performance of the practice of the world, but also in the sense that the world, composed of the world, to construct the world. Therefore, from the language dimension interpret the politics of the same title, will constitute a two way forward for political linguistics in the Political Perspective visits language phenomenon, however, whether it is the kind of the way forward, domestic scholars have yet to form a sufficient theoretical consciously. The article study aims to fill the research gaps in this area of ??public policy discourse. Family planning slogan for its policy position and the birth of the special time as a public policy discourse, with typical birth control slogans the wording production and posting changed with the changes in the economic situation and population policy. The first purpose of the study of discourse lies in understanding the discourse behavior on social impact. Therefore, the article first constructivist analysis perspective, since the reform and opening up birth control slogans conversion under review, the use of discourse analysis and comparative analysis, the three dimensions of vocabulary, grammar, and strength, the analysis of family planning slogans from the monotonous vocabulary to diverse vocabulary, from the vague expression to articulate, from the savage force the the gentle exhortations conversion process, to explore the impact of this conversion of social roles, social relations and social attitudes. Discourse construction is not free to fly from the thought in people's minds, but from social practice, which is firmly rooted in and oriented to the social structure of real substance. Another purpose of the study of discourse is to reveal the ideology behind the words. Therefore, the article is followed by criticism analysis perspective, to identify family planning slogans conversion power, so as to explore the the discourse behind macro power structure of governance changes path. It needs to be pointed out: reform always means the cost of the transition inevitable friction on public energy field \intermittently and repeatedly. The body of the multi-game citizens to resist and the intervention of the local government family planning slogans inefficient, ineffective and the effect of the most important factors of alienation. After frustrations with the full awareness of the importance of policy discourse and transformation, the article raised the public policy discourse strategy toward harmony, strengthen policy by encouraging multi-stakeholder involvement, marketing, formulation conversation rules to promote the democratization of policy discourse, commercialization and institutionalized.
