Abstract


This article is a study of the rural land contract and management rights of the mortgage lending system, the face of the huge impact of modern agriculture abroad, China's agriculture is facing unprecedented challenges, China must open up to a development of a new road. Our farmers' difficulties in financing, financing difficulties in rural areas has become a major problem restricting the development of the agricultural market, industrialization and internationalization. But farmers lack the credit collateral, the financial institutions is very low proportion of agricultural financing. Therefore as collateral to obtain loans to rural land contract and management rights, promote rural land management for medium-and long-term credit funds become the key measures to achieve the sustainable development of agriculture. In this paper, the theoretical analysis, comparative analysis, and model analysis of the combination of research methods, on the basis that learn from foreign experience, based on the country's basic national conditions, quantify the mortgage lending system of rural land contract and management rights. This article first briefly discusses the background of China's rural land contract and management rights mortgage system, home and abroad, on the financial system of the agricultural land, and land property rights theory, the theory of land credit and government rent premium theory as a guide, description of rural land situation and existing problems of the mortgage contract and management rights system, analysis of its causes, and to learn from experience in the financial system of the foreign agricultural land, build a financial model of the agricultural land in line with China's national conditions. The basic framework of the mode: the highest level of the Agricultural Development Bank, the middle layer of the rural credit cooperatives, the most grassroots grassroots land contract and management rights secured Organization, by farmers willing to agricultural land as mortgage resources belonging Cooperation Organization, or agricultural enterprises by farmers through the transfer of shares of the way of the land contract and management rights. The goal is the implementation of the system: the integration of rural financial resources, active rural economy, to build a new type of rural financial system, increase financial support to rural development of the rural economy, increase farmers' income, improve production and living conditions in rural areas. Run the risk of system analysis and propose solutions: the scale of operations, strengthen bank supervision, changing the dual household registration system, strengthen employment guidance very towns, the government provides information and technical support, the establishment of a social security system. The last-mentioned supporting measures required by the system to run. This paper on the establishment of rural land contract management right mortgage system made a series of security measures proposed to refine the system to strengthen efforts to support the Government to establish a sound system of collateral assessment, land evaluation method proposed gives the operator case analysis. Establishment of rural land contract and management rights trading market, and pointed to adhere to the basic principle of the rural land contract and management rights transactions, and a complete set of legal, economic, social and other support measures.
