Abstract


Changsha City since the 1980s, the introduction of housing reform, housing market-based trading system is basically formed , housing reform market , monetization and achieved great success. Real estate is also increasingly becoming one of the pillar industries in Changsha . But with the growing housing market and privatization of urban low-income groups but unable to participate in market competition , not through its own economic strength through the market to purchase a home , need the government through non- market approach to provide basic housing. Low-cost housing and affordable housing are two of the most effective way, but in the implementation process , the housing security system , there are still many problems. This requires us to re-examine the existing housing security system in Changsha . How to improve the existing housing security system, to solve the housing problems of low-income groups to become our government and society must be faced . In this paper, the theory and practice of housing security , based on theoretical analysis and practice analysis, normative analysis and empirical analysis method of combining housing security system in Changsha conduct research and analysis on the basis of the recommendations given . This includes: ( a ) the basic theory . The housing security system content, form and urban housing security system characteristics and significance of the brief . ( 2 ) comparative analysis . Select the UK, the U.S. , Singapore, Hong Kong, four representative national and regional housing security system is analyzed and summed up their common characteristics. ( 3 ) Analysis of Changsha City housing security system . Changsha City housing security system, achievements , problems are analyzed. ( 4 ) improve housing security system Changsha countermeasures . In the analysis of Changsha City housing security system 's achievements and problems , based on the developed countries and regions learn from the successful experience , combined with the actual situation of Changsha , put forward relevant policy recommendations for Changsha City departments reference.
