Abstract


The public policy making is the first link of the public policy operating system, which is the core of the public policy operating system. If the first link of public policy making appears some problems, the other links will be suffered fatal influence. Through more than thirty years development of reform and open, our socialism has gained illustrious achievements. Along with the continues perfection of socialist democracy and the continues development of socialist economy, our country’s stratum divides are more distinct, citizens’right consciousness and participation consciousness are coming to life gradually, the desire of every stratum requesting for participating in public affairs management increases fiercely, so these require that the government creates better conditions and more channels for every stratum which can participate in public policy making and the public affairs management. In the internet era, citizens participate in public policy making has appeared a new development trend--citizen’s participation in public policy making in network. This new-style of citizen’s participation in public policy making in network can conquer many problems of the traditional public policy making, which also can expand the space of citizen participating in public policy making. However, this new-style of citizen’s participation in public policy making in network is not perfection, it also exists some shortages. Therefore, how to consummate the citizen’s participation in public policy making in network and serve for public policy more scientifically, democratically and jurally,becomes an important task of the academia and the government.The paper adopts the research methods of literature, interview, compare analyze and so on, and tries to forward some practice and guidance theories on the citizen’s participation in public policy making in network. The paper contains five chapters. The first chapter is the preface, it mainly introduces the research background, the significance of selection, etc. The second chapter analyzes the relative concepts and expounds its baseline of the theory for the citizen’s participation in public policy making in network. The third chapter discusses necessitude and actuality of the citizen’s participation in public policy making in network. The forth chapter introduces some puzzledoms in the citizen’s participation in public policy making in network with a lot of accurate data, such as, the network participation’s freedom and disorder. The fifth chapter is the framework idea about the citizen’s participation in public policy making in network, which includes the mechanism of network public opinions; electronic government construction; etc.
