Abstract

Shaanxi Qinling region is an important ecological function areas in China, its main performance of ecological functions in terms of water conservation and biodiversity protection. The protection of the ecological functions of the Shaanxi Qinling area of ??great significance for the safety of the water source of the water source area of ??the regional socio-economic development, ecological security and national North Water Transfer Project in Shaanxi Province. This study Shaanxi Qinling ecological state of the environment, the eco-environmental sensitivity and importance of the ecological function evaluation to determine the ecological functions of the Qinling region, according to the law of the Shaanxi Qinling vertical differentiation, in the range of mesoscale Qinling The area the two ecological functions zoning, ecological and environmental protection objectives and requirements of each ecological function zoning, and the Qinling Ecological Environment Protection. The results show that: (1) the ecological state of the environment evaluation to select the seven factors of forest coverage, runoff modulus, biodiversity and sensitive evaluation of selected species, nature reserves, precipitation, topography factor 6; important ecological functions evaluation of selected forest coverage rate of water production modulus biodiversity four factors, using the weighted average method, Shaanxi Qinling area were evaluated. The evaluation results show that: Shaanxi Qinling ecological environment quality is generally good, especially in the mountain areas, the overall quality of the environment is excellent, and the strong sensitivity of biological diversity. Soil erosion phenomenon exists in some areas, mainly distributed in the hilly central area of ??rainstorm, more areas of human activities. Visible, human activities impact on the ecological environment of the Qinling. (2), Shaanxi Qinling region belongs to the mountain type area, the key consideration in accordance with its law of vertical differentiation, water conservation, biodiversity conservation, and soil and water conservation, the two ecological function zoning in the mesoscale range Qinling region, divided into more than 1,500 1500 m 2 level ecological functions of partition; according to the environmental characteristics of the Qinling area, select the relevant factors of the 38 counties of the ecological state of the environment, the eco-environmental sensitivity and importance of the ecological function evaluation, based on the results of the evaluation, will be merged into the two ecological function of the six types of partitions. (3) combined with the characteristics of the six types of two eco-functional areas, respectively, proposed the center protected areas strictly protected, important protected areas to carry out ecological protection and governance, general development of the protected areas in the protection, the proposed center control zone to control soil erosion, important prevention areas to develop green economy, general prevention district to implement the development and protection of equal protection of the ecological environment requirements. (4) In order to facilitate the coordination of the development and protection of the different functional partition, Shaanxi Qinling area industrial development of eco-environmental protection countermeasures, and the main areas of ecological and environmental protection measures, including the development of mineral resources, tourism development, transportation construction countermeasures as well as the ecological environment of the ecological and environmental protection governance and monitoring, environmental protection of drinking water sources, construction of nature reserves and biodiversity protection, soil and water conservation.
