Abstract


As the size and scope of government procurement continues to expand, the risk of government procurement is increasing. Procurement risk means that the emergence of unforeseen circumstances makes the actual results of purchase deviate from the possibility and extent of the expected goals. Its contents include human, natural and economic. Obviously, the risk and harmful level of government procurement is positively related to the size and scope of government procurement, In recent years, with the rapid increase in the amount of purchases, the risk increase rapidly in government procurement, but not yet formed a complete procurement risk control system. Government procurement, especially in small areas, due to low single purchases, the procurement risk is far from being taken seriously. The article take small amount government procurement risk as the research object, to set up risk assessment and control system based on small amount government procurement risk.The core idea of this article is to control the risk of government procurement that must first correctly identify the risk, study the links and areas that may occur the risk and then resolve the risk from source, control the risk from occurring, ensure the implementation of government procurement.In this article, from the basic theory of risk management and the research methods, through the study of risk identification, assessment and control, proposed government procurement risk management system. Combined with the characteristics of government procurement, requirements and core of the government procurement risk management, using the applicability analysis of risk management, selection and improvement assessment and control methods of procurement risk, to build the processes system of government procurement risk management. Finally, this article uses the case to prove and explain the processes system of government procurement risk management.
