Cooperative learning refers to an educational practice that starts from the students’ basic psychological needs and sets an atmosphere of democratic teaching, and through the interaction of related activities like a series of students’mutual help and teacher’s guidance the learners are to accomplish a certain learning content and task, to achieve the goal of every student’s active development in cognition and emotion, etc. The cooperative learning group is its basic organization form.Cooperative learning originated from Europe and America in the 1970s. Experts and scholars from related fields apply the theory of cooperative learning to classroom teaching, which plays an active role in improving students’grades and promoting the development of non-cognitive quality, and is considered as a very effective educational theory and strategy. In the open and distance English teaching practice of TV universities, cooperative learning with teachers’guidance, cooperative learning groups as the basic organization form have achieved an easily noticed effect. This learning style can effectively improve the quality of classroom teaching, motivate students’learning initiative and promote the improvement of students’learning capability. However, there exist quite a few problematic areas as well, such as, the division of cooperative learning groups; the learning mechanism; the participation of students; the learning timeliness; and the evaluation system. Therefore, it is a must to analyze the causes, adopt specific measures and promote the sound operation and further development of cooperative learning. It is also a must to value the study and research of the theory of cooperative learning, change the notion of education and actively carry out the teaching-reform practice of cooperative learning. In English teaching, it is necessary to strengthen the cooperative learning in listening, speaking, reading and writing, and organize and direct students to conduct mutual tutoring, exchange and cooperation in class and after class according to the characteristics of language study. Teachers should strengthen the guidance and control to raise actual effect of cooperative learning in learning contents, cooperative skills and learning strategies, etc. Besides, we should value evaluation and examination as well as honor and motivation to perfect the operation mechanism of cooperative learning and guarantee the sound operation of cooperative learning from the perspective favorable to the sound development of students. We believe, through constant practice and exploration, cooperative learning is bound to play a better role in the open and distance English teaching of TV universities.
