Abstract


According to a survey, the soil-water erosion area has arrived 356.92 million square kilometers, inculding 646 counties in our country at present,so the soil-water erosion has become China’s top environmental problems.How to resolve soil-water erosion fundamentally has becomes a significant and urgent strategic task in China.Fujian Changting as one of the most serious areas at southern hills and the red in China with long history, broad scope, heavy intensity and it is very rare throughout the country. In The "ninth five-year" plan period, Fujian focus on Changting carried out a comprehensive control of soil-water erosion and gained remarkable achievements,then the people of Changting through the idea innovation, technological innovation, mechanism innovation and management innovation, have made great achievements,from "soil erosion champions" to "soil management paradigm". This paper based on synthetic analysis of previous about soil erosion governance mechanism,and take Changting as an example, through analysis the causes of Changting soil erosion and different stages of comprehensive management process, apply the grey system analysis to calculate each stage of the ecological benefits,economic benefits,social benefit and comprehensive benefit of controlling soil and water loss, according to the evolution and the change of mechanism of controlling soil-water erosion.Finally,combining with present new situations of the Changting controlling soil-water loss,the thesis poingt out suggestion and methods on the adjustment of the controlling soil and water loss Changting.
