Abstract


The main content of this paper discusses the development of the third sector and civil society to build, to build the background and starting point of the Third Sector, focusing on issues related to the promotion of civic society. The third sector is between the government and the for-profit sector, according to the nonprofit revenue in membership fees, private donations or government financial allocation, both weak, unable or unwilling to act in public welfare undertakings in order to achieve the service the public, and promote social stability and development of the purpose of the public sector. Civil society is between a social interaction between the national and household areas and their associated values ??or principles, its core element is a variety of non-national non-governmental belongs to third sector organizations. In China, the third sector after a long period of development, has made significant achievements in overcoming government and market failures, the promotion of the social security system is perfect, accelerate the transformation of government functions and purify the social atmosphere have played a key role. Although the achievements of the third sector is welcome, but it is undeniable, there are still many problems in the process of development of the third sector, such as the strength is still relatively weak, the lack of autonomy, with significant over-for-profit, voluntary , there is a bureaucratic tendency. These problems are caused by a variety of reasons, this paper considers the main aspects: understanding of the third sector is not in place is not perfect, regulations and policies on the third sector, third sector supervision and management system is not enough scientific and rational, and the third sector itself, imperfect. This paper argues that the establishment of the socialist democratic countries need development and maturity of the civil society in China, a healthy civil society is an important foundation for stability of the state, is an important manifestation of the degree of democratization in the country, and the third sector as an important part of the civil society, plays an important role in building a civil society: the third sector is the main body of the civil society, the third sector to foster civic awareness for civil society, the third sector for civil society to foster social capital, the third sector can promote social autonomy, improve the level of governance. Because of the third sector is the construction of such an important role in the promotion of civil society, we must take various measures to solve the existing problems of the third sector, this paper summed up in the data access on the basis of the following suggestions: a correct understanding of the third department, correct attitude towards the third sector, focusing on legal role in the establishment of a sound legal system, improve the management of the third sector, to establish a scientific management system, improve the supervision mechanism solve the funding problems of the third sector and the third sector itself efforts.
