Abstract


Secondary vocational education is an important component of our national education system , Talents to bear a large number of the training task at the bottom of the social structure of the pyramid. However, Secondary vocational education in China is also unable to complete such an important task at present. Compared with other types of education, secondary vocational education is still in the relatively weak development stage. In 2005, at the national working conference on vocational education Premier Wen Jiabao in his speech said: "Generally speaking, the development of vocational education is still the weak link, not meet the needs of economic and social development ... To vigorously develop vocational education, is not only a matter of urgency it is a long-term solution. "the development of vocational education play a leading role of the government in any country at any time.Government is the main manager in development of secondary vocational education, plays an irreplaceable role in the development of secondary vocational education. Therefore, this article focuses on the relevant content of government functioning in the development of secondary vocational education. First of all, analysis the functions of the development of China’s secondary vocational education it ought to be. Secondly, the combined reality to find performance of government functions which does not reflect the place and its causes. Finally, combined to experience and lessons the Germany and the UK Government developing secondary vocational education, to come up with the measures which strengthen government functions in development of secondary vocational education.
