Abstract


Community Colleges are major institutions of higher technical and vocational education in the United States. After a century of vicissitudes, they’are still full of vigor, and one of the mysteries is their large-scale employment of part-time faculty. Since their establishment, American Community Colleges began to employ a large number of part-time faculty, and have accumulated more mature experience. For example, a clear, strict employment qualifications and procedures; a solid theoretical basis for the training, systematical training content, a variety of training methods; flexible evaluation indicators, systematic evaluation content. These effective management measures have made part-time faculty have high job satisfaction, thereby maintaining their high quality of teaching.Currently, in order to solve the problem of the shortage of "double-competency" teachers, our higher technical and vocational colleges started to recruit part-time faculty. It’s not long for China’s higher technical and vocational colleges to employ part-time faculty, only more than 20 years from the CPC Central Committee’s decision on the reform of the education system issued on May 27,1985 to the issue of hiring part-time faculty first put forward. However, some common problems were revealed. For example, instability of contingent of part-time faculty; not clear employment qualifications; poor teaching effectiveness; lack of an effective incentive mechanism; low salaries. If these problems are not resolved in a timely manner, it is bound to seriously affect the quality of higher technical and vocational education.From the American’s measures to employ part-time community college faculty, our higher technical and vocational colleges can learn these:strengthen the building of the part-time faculty, improve the employment mechanism of part-time faculty, pay more attention to the management of part-time faculty teaching, strengthen part-time faculty training, establish incentive mechanisms of part-time faculty and the mutual aid system between full-time and part-time faculty.
