Abstract


The research begins with the character of higher education, from the economic point of view, analyzing the two aspects of higher education:one is the character of public products, the other is the character of private products. In China we have already established the socialism market system. The development of our higher education is influenced by three forces:Nation (government) and market and university itself. In the investigation of the higher education allocation, the forces of Nation and market are compared. In a process from China’s planned economy system to the socialism market system, the changing mode of higher education in our country is analysed. In order to reveal what to do and how to balancing the three forces, we investigated the development of higher education after reform and the overall transition in China. The conclusion is:The forces of Nation shouldn’t be neglected. The government should release the development of higher education under the socialism market system. Its influence is to show the direction and supervise the development and make up the loss of the market. It shouldn’t interfere the other aspects of the development, otherwise the mode of higher education will become the mode under planned economy system; Market ought to try its best to promote the development of higher education. Its influence should permeate into the real management of higher education, but needn’t impure the academic research, or the higher education will become an enterprise or industry; From the development of university itself, it both has the public character and private character, so the university should balance the forces of market and government. First, the academic forces should develop properly. Then, draw an important view on the higher education resources allocation under the power of market. Third, government shouldn’t interfere the normal development of higher education, its duty is to correct the influence of market and show the direction of higher education. Furthermore, in order to promote the development, applying with the need of our society, the "three forces" should balance the force in the market economy.
