Abstract


Based on the analysis to strengthen macro-management of the publishing industry on the basis of the importance of research , discusses the concept of macro-management and publishing of publication of macro-management tasks and goals. The use of systems theory point of view , the macro-management system of the publishing industry as a system. The proposed system is composed of four subsystems , they are: publication administrative management system, management system, legal publishing , publishing economic regulation system , the publishing industry management system. In this paper, the various subsystems paper expounds the status of the various subsystems , each subsystem analyzes the main problems . China's publishing industry proposed macro-management system exists for over-reliance on administrative measures , the legal system is not perfect, economic regulation level is not high , industry associations too dependent on government and other major issues . To solve these problems , should be further deepened and publication administration reform, innovation and administrative system and administrative tools, building service-oriented government , guidance -oriented government , a real macro management and indirect management ; propulsion units into enterprises publishing process , establishing a modern enterprise system, giving a true market publishing companies subject identity , so that it can achieve their own business , and improving the overall strength and ability to compete ; scientific publishing legal system construction , further improve and perfect publishing laws and regulations, to adapt them to the development of the publishing industry in the process ; comprehensive use of various means of economic regulation for indirect control of the publishing industry and management, so that China's publishing industry under the guidance of the government bigger and stronger ; gradually reform the management system of the publishing industry , industry associations to play management role ; stressed the importance of the integrated use of administrative, economic regulation , regulatory guidance, industry guidance and other management tools, making China's publishing industry macro-management system can run smoothly , and better services for the development of China's publishing industry . On this basis , the current after publishing units into enterprises management , digital publishing management context two issues were analyzed.
