Abstract


Rural collective construction land refers to the construction land available for the township enterprises and township public facilities, public wealfare, rural residential construction land, as well as other legally approved collective land for non-agricultural construction. At present, lots of China’s rural collective construction land idled but still some new construction sites increased, the situation of arable land protection is really severe. The dual structure of China’s land system has led to the situation that one is the state-owned land market with perfect operational mechanism, the other is the rural collective land market which is not so developed, land resources were not exploited effectively and there are lots of collective construction land idled. With the rapid development of economy, China’s industrialization and urbanization continue to promote. Urban infrastructure and small towns’ construction, commercial enterprises, especially the rapid development of township enterprises, directly led to the surge demand for the collective construction land, the phenomenon of rural collective construction land use rights transfer was common to see at the urban fringe. Scholars’ research of the collective construction land’s use rights transfer focuses on theoretical and qualitative point of view, few people go from a quantitative point of view to do empirical studies of factors that affect rural collective construction land’s use rights transfer. Township enterprises in Huzhou are well-developed and the new village construction promoted rapidly and the rural collective construction land’s use rights transfer was frequently. It’s feasible to discuss the factor that affect rural collective construction land’s use rights transfer through investigation in Huzhou and analysis the data.This paper based on the perspective of farmers’ "push power" and the city’s "pull power", hold a comprehensive view of factors that affect rural collective construction land’s use rights transfer from the study of empirical analysis, combined with empirical research data and Probit analysis and the gray relational analysis. Form the analysis we confirm the four factors including the raise living standards in rural areas, the development of urbanization, opportunities of non-farm employment and development of township enterprises, the policies of collective construction land use rights transfer that affect the use rights transfer of rural collective construction land. As the basis of the four factors we discuss the patterns and mechanisms of rural collective construction land transfer to be formulated for the new village construction and communal development between the city and countryside
