Since the development of west regions in China, it has brought rapid development for rural national economy in Xianyang. The growing rate of net per capital income of farmers has increased quickly at the same time, however,When we make research to the structure and regional difference in farmers’ net income, there still exist many problems. The per capita net income and reasonable increment of farmers’ are the major issues needed to be concerned and researched, which has the significant influence for the planning of the 12 th5--year and the development of the Guanzhong-Tianshui economic zone.We have put forward the contradictions and difficulties in the process of increasing the farmers’ income by analyzing the data about the trend in net income increased for the past 19 years (1991-2009), changes in net income structure for the past 11 years (1999-2009), gap for net income of farmers in 13 counties of Xianyang, and the gap between countryside and city. I had made The least square method regression analysis by using the software of Eviews5.0 and analysis the 7 factors which affect the net income of farmers in Xianyang, and find out 2 major influence factors form original 7 while analyzing their present situation and existed problems. In Chapter 4, I proposed some advices and suggestions. The results are as follows:(1) During the past 19 years, we calculate the farmers’ net income in Xianyang according to the level approach; the average developmental speed rate is 1.112. The most apparent change happened in 2006, which raised slowly or even had a downward trend by the year 2006, after that, it raised rapidly. The data of the income in past 11 years shows that the salary has became the main factor which drive the farmers’ net income up, whereas, the income of family-run is decreasing gradually.(2) During the year 1999 to 2009, the average growth rates of farmers’ net income among 13 countries are dissimilar; the disparity of absolute numbers grew tardily. The overall gap of internal counties is decreasing, however, it reduced slowly. In 1999 and 2009, the distance of absolute number between the highest receipt county and lowest receipt county is 1293RMB and 1615 RMB respectively, the income of former is 2.4 and 1.45 times than latter. In the year of 2009, the rate of the income gap between urban and rural areas is 3.9:1 and it was enlarged gradually by years, the rate is higher than the national level but lower than the level of Shaanxi province.(3)It shows the linear relationship between net income of farmers in Xianyang, the rate of urbanization, investment in the fixed assets of whole society, the total value of output for agriculture, forestry, animal husbandry and fishery farming, total power of farmer machinery and the income of farmers in Xianyang. It is assumed that the other factors are not changed, if the social fixed investment increased one unit, the earning of farmers will gain 2.763 units, and if the total value of output for agriculture, forestry, animal husbandry and fishery farming augment per unit, the income of farmers could add 2.88 units.(4) In the coming year, The major measures to rise the net income of farmers in Xianyang are adjust the structure of agricultural industry and economy, and accelerate the speed which could promote the process of industrialization.
