Abstract


The basic research is the certain road leading to the technical powerful nation, is also the weak event in our science and technology. Because of the influence of Greek culture which seeking knowledge and truth, the western basic research has always been powerful. Our traditional society lacked the social environment for basic research. Only after the establishment of the PRC, our basic research has begun to develop in winding, and has obtained some achievements which attracting worldwide attention, but our basic research is still very backward compared with the technical powerful nation. Only developing basic research, strengthening the driving force of our scientific innovation, can we realize the strategic mission of constructing innovation country which proposed by the party and the country. Therefore, make sure the present situation and the existing problems of the material environment, the system environment, the talented person environment and the thought environment of the basic research, and then unify the economy’s and the society’s realistic condition, can we carry out the social environment construction of our basic research from the four aspects by innovating methods, breaking through outmoded rules and regulations, stimulating potention of our basic research. Consequently our basic research can certainly make important breakthrough and enhance our scientific innovation strength. We can realize the strategic mission of constructing innovation country. We can really enter the time of "the spring of science".There are five chapters in this essay. The primary coverage of each chapter is:The first,introduction the researching significance, content, frame and method of this article. And making a brief outline to the basic research’s social environment.The second, analying the influence to the basic research of the social environment.Our basic research is containing huge developing potential, but it have not obtained the full display at present, because our present social environment is not very suitable for basic research’s development.The third,developing process of our basic research in our social environment. Analizing the developing process of our basic research in our traditional society and the PRC; talking about the reason of the serious flaw to the scientific truth while had the magnificent technical achievement; summarizing the influent achievements after the founding of the nation. The fourth, analizing the currence of the social environment from the four aspects: the material environment, the system environment, the talented person environment and the thought environment; pointing out the problem in the social environment which insuitable for the basic research.The fifth,proposing measures suitable for the basic research.
