Abstract


Medicare is a social security system an important part of the social insurance system is the most complex one , called \Health insurance reform is a complex social system project of reform , development and stability of the overall situation. As it involves multi-stakeholder pattern of adjustment , people of their attention much more so than other issues. At present, China has initially established a social pooling and individual accounts of combining the basic medical insurance system for urban workers . However, the same pension, unemployment insurance than medical insurance system reform walking is difficult . This article from the current domestic and international social medical insurance system History and development background, analysis of China's urban health insurance reform situation, summed up the foreign medical insurance system running successes and lessons learned , based on the current situation by improving the health of urban insurance system response. This paper consists of five aspects. The first part is the basic theory of health insurance analysis , the second part is mainly on China's medical insurance for urban workers, the evolution and status of the review and analysis . The third part, an objective analysis of the Western path of national health insurance reform , and expounded China's medical insurance for urban workers should draw on the useful experience . The fourth part discusses the constraints of urban health insurance reform difficult objectivity . The fifth part of China's current reform of medical insurance for urban workers, the practice of several key issues need to be addressed , such as improving systems design, fast forward insurance coverage , control health care costs , a clear government responsibility , put forward the solutions. In this paper, research methods , and adhere to dialectical materialism and historical materialism, combined with the basic principles , using a standardized analysis, empirical analysis , statistics, international comparison and analysis of the combination of conditions , and many other ways . Through the reform of medical insurance for urban workers, Difficulties and Countermeasures of research, this paper made ??some new insights . The main contribution of this paper and the innovation is mainly reflected in two aspects, proposed the establishment of occupational groups in the medical insurance system , improve the analysis of the current pilot medical insurance system for urban residents .
