Abstract


Since the opening up of China's financial industry , China's commercial banks to adapt to market competition in the construction and practice of risk management has made substantial progress , but the deep-seated problems of China's banking industry risk management system , internal control mechanisms , compliance and cultural construction has not yet fundamentally resolved, especially follow established rules , illegal operations and operation of non-standardized , non - specialized phenomenon is still more serious , major cases still occur . China Banking Regulatory Commission on June 13, 2008 on rural credit cooperatives case prevention topics videoconferencing informed of rural credit cooperatives in the four provinces (municipalities) cases tens of millions of dollars more than a total of four cases all occurred in the area of operation , shocking. Rural credit cooperatives in Guizhou Province from 2006 to 2008 there were 54 cases of various kinds , involving 29.8078 million yuan , of which 49 cases involving illegal operations , involving 28.886 million yuan , accounting for the total number of cases and the total amount of money involved 90.74 % and 96.91% . This shows that the lack of rural credit cooperatives, the effectiveness of internal control management , operational risk management system is not perfect , and therefore the case is very serious potential risks , the high incidence of cases momentum has not been effectively curbed . Rural credit cooperatives in Guizhou Province as the research object , using the method of combining theoretical explanations and case studies , domestic and foreign commercial banks in the full study advanced operational risk management , internal control, on the basis of theory and practice , by analyzing the case of Guizhou Province rural credit cooperatives operating status of the risk management , the existing problems and the causes of the analysis, and put forward useful suggestions for effective control of Guizhou Province, rural credit cooperatives operating risk , thus beneficial to the establishment of a sound and good operational risk control system , prompting achieve sustainable development . This article is divided into three parts , the first part of the literature data , combing the second part of the theoretical basis ; through case analysis to identify the case of rural credit cooperatives in Guizhou Province , the status quo of their operational risk management , problems were deep-seated the analysis ; comments and suggestions to improve the operational risk control system of rural credit cooperatives in Guizhou Province .
