Abstract


With the acceleration of the process of economic globalization,foreign capital has become an indivisible important part and a growth point of our national economic. In order to make FDI play a great role in our national economic,the outline of China’s the Eleventh Five-year Plan has pointed the direction of the utilization of FDI——"improving FDI utilization’s quality".At present,our nation is in the critical period of industrial structure optimization and adjustment.Changes in industrial structure not only reflect level and characteristic,but also effect speed and direction of one nation’s development of economic.As a very important part of economic development strategy of our nation, western region also undertake the task to optimize and adjust industrial structure,and utilizing FDI is an important way to help western region to achieve the goal. Therefore,in the open economic condition,discuss how to improve FDI utilization quality,to make FDI play a role in optimizing and adjusting industrial structure of west region reasonably and efficiently is of great significance.This article firstly reviews correlation theories between FDI and industrial structure,secondly analyzes the status of FDI and industrial structure macroscopic, and defines the theory of improving FDI utilization’s quality under the goal to optimize the industrial structure in Western Region,then establishing evaluation system;on this basis,this article reduces related data of western provinces in 2007, using the evaluation system to cheek and evaluate FDI utilization’s quality of West Region.At last,according to the existing problems,this article puts forward some policy proposes.
