Abstract


West side of the Straits Economic Area antecede, so does science and technology. Ehancing the capability of the regional independent innovation in our province is not only an important breakthrough point in enhancing the economic competitiveness of Economic Zone on the West Coast of the Strait, but also the inherent requirement of the construction of "two first areas". Financial investment in science and technology is an important channel for funds, which plays an important role in overcoming the market failure of the scientific and technological innovation and improving the efficiency of public resource allocation. In the framework of public finance, Financial investment in science and technology determines the input direction in accordance with the characteristics of regional innovation and technology ,and the focus in accordance with the regional public necessity to reflect the general principles and the direction of public finances.The financial investment in science and technology in Fujian Province has increased year by year since the 10th Five-Year Plan, a provincial-level financial input into multi-level-based system come into being. The strength of financial investment in science and technology increase steadily, the proportion of social science and technology input driven by financial input is getting larger. The intensity of the financial investment in science and technology in Fujian is not high according to the inadequate statistics of the input and the distortion of the input intensity with the lateral comparative method. However, from the point of view of vertical comparison, though relatively low, the input showed faster growth in the trend and significant effect in promoting regional self-innovationIt is very important and urgent to construct the financial investment in science and technology system based on the regional independent innovation. We must focus on improving "four major mechanisms" as follows: diversified mechanisms of financial investment in science and technology, supporting mechanisms for diversified enterprise financing driven by financial input, mechanisms of financial input in fostering scientific and technological talents and intellectual property rights protection mechanisms based on the regional independent innovation.
