Abstract


Since the reform and open to the world, the economic constructions of our socialism have gotten great achievements. The public finance frame has been set up preliminary. However, because of various reasons, there are a lot of problems in the local finances. Local finance is not compliant to the requirement of the public finance frame. Local finances are the main part of our nation finance and its revenue balance directly affects that of nations. If we can not reform the local finances by valid method and achieve all-around innovation, we can’t get out of the dilemma of local finances. It’s a important content of public finance to transform for local finances to pubic finance. It is the financial guarantee of local government, as well as the pole of control the economy. Since the reform of divided tax financial system, local finance attached more importance to get revenue than before. As the main method of modulate the economy and society, local finance played great roles on the economy and society development.In China, it has 5-level government and 5-level finance. The county township finance is the most basic levels of finances in our country. It provides the solid support for the perfect operation of local government in counties and towns; the exertion of the corresponding function and the consolidation of the power. As the same time, it governs the scope of rural area and provides public goods to the peasants and plays a basic fiscal role. However, the taxation reform of 1994 defined the boundary of the financial relationship between the national government and local governments. The financial relationship between each level of local government has not compartmentalized definitely. This makes that county township finance faces aggravating difficulties; and also leads to the growing pressure and heavier burden. Obviously, the above factors are harmful for the realization of the common development of urban and rural area and are unfavorable for the achievement of the harmonious society, what is worse is it makes the basic government instable. So, it is imperative and of practical significance to adopt the effective measures to solve the problem of county township finance.In my opinion, we should take public finance as a starting point, according to the principle of giving priority to efficiency with due consideration to fairness, and financial authority go with power to ensure the operation of the county government, and in accordance with the reform ideas of one regime, a say, a financial authority, a tax base, a budget, a property rights, a move claims, strengthen financial legislation, regulation, property rights and the powers of a match, perfect the system of transfer payments, reduce levels of government and financial levels, promote financial structure of province administer county and township government use township finance under county government’s administration, reduce costs and improve the local tax revenue to further improve the system of county and township financial system, re-balance China’s financial relationship well to the fast development of the grassroots.Owing to above reasons, this text introduced the public finance system and frame first, analyze Chinese currently the public finance system with the margin of the public finance system, and put forward the counter plan that sets up a public finance frame of our country further.
