Abstract

Learning organization is a new organizational management mode to enable the enterprise to obtain sustainable competitiveness and organization to achieve continuous development. In this paper, the author chose the XX telecom enterprise as the study object, which the author was working in . The XX Company is one of the typical telecom enterprises in China and was trapped in the developmental crisis due to the internal and external environment changes.. With the reshuffle of Chinese telecom industry finished the traditional voice service and narrowband fixed network would decline, while value-added businesses in the XX Company relying on such traditional businesses to survival would decline as well. The enterprise lost its profit growth point and its core competition business, trapped in a critical environment to survive. So the enterprise was badly in need of solution to the survival problem and finding a way to sustainability development for the enterprise; at the same time, under the antiquated management system XX company became older and older with little vitality, innovation and cohesion, and staff lost their fighting spirit and the confidence to the enterprise. The enterprise was suffering a serious staff drain, and urgently need to find an effective approach to revive itself; based on the XX company’s current plight and five-factor model, the author proposed the learning organization with the XX company characteristics, providing the enterprise with a method to get out of the plight.This paper, under the principle of research methodology of the combination of quantity and quality, firstly proposed the problems needing to discuss, and then used literature survey method to make the systemic theory overview of the leaning organization based on referring to and studying lots of foreign and domestic development course, definition, characteristics and theoretical models about the learning organization. Thirdly in order to find out the solutions to setting up the learning organization in the XX company to get out the plight, the author used a questionnaire approach: firstly designed the learning organization evaluation questionnaire based on the actual situation of the enterprise, collecting plenty of survey data for analysis, comparison and induction; then used the software SPSS13.0 to assess the reliability of these questionnaire answers and made the validity analysis and the exploratory factor analysis and extracted 5 sub-factors of learning, organization, personnel, knowledge and technology, and confirmed that the extracted five common factors closely related to the enterprise performance. Based on current assessment of learning organization of the XX company and on finding many problems in the XX Company, considering the industry background and the current performance of the XX company, I proposed the idea of building the learning organization base on the five-factor model and a lot of suggestions for parent group to create learning organization.The practical significance of this paper are as follows: (1) It plays an important role in learning how the XX company goes out of the trouble woods. The company is planning three-year development plan so as to expect that the value-added services could achieve the second start-up and restructuring for the company, therefore, the company is urgent to improve their innovation capability, rapid response capacity to the market and staff cohesion. Creating a learning organization is a premise to achieve a successful transformation of the XX company. (2) It will also have important reference for the XX owned parent groups and other telecommunications companies in China. With the development of the knowledge economy era, organizational learning and knowledge management has become a prerequisite for sustainable development of enterprises. How to create a learning organization is a serious problem which the other businesses of the industry are urgent to solve, this paper presents many of the recommendations which have important reference for these enterprises.The theoretical value of this study is to create a learning organization’s five-factor model and enrich the learning organization theory research. In accordance with the five-factor model, XX-owned parent company’s characteristics and the characteristics of the Group, the paper has put forward some relevant proposals, which are the innovation points of the study.
