Abstract

According with the rapid development of China’s telecommunications industry and more harsh competitive environment, the domestic telecom companies need an urgent development to par with their advanced foreign counterparts both in operation and in management, to respond to international competition in telecommunication industry. In order to meet the needs of business development, China Mobile began to integrate business operations support systems from 2001, put forward the concept of business operation support system, i.e. BOSS, short for Business Operations Support System. By covering the past billing, settlement, business, accounting and customer service functions of the system, and making centralized, unified planning and integration of a variety of business functions, BOSS is an integrated, information-resources-fully-shared support system.The State Council officially announced the second restructuring of the telecommunications industry in May 2008, which also announced the arrival of 3G era. For telecom operators, the three completely different 3G licenses after restructuring means that the domestic 3G communications market will be extremely fierce competition in the future. How to enter the 3G market, which strategy should be taken to achieve the goal is a very worthwhile research topic. Because of this, how to build and perfect China Mobile’s business operations support system in the next step is very important. The paper studies and discusses boss’s new system construction design,for 3G network propose to build a new generation of business operation support system (NGBOSS).This paper is divided into five parts. The first part of this thesis research focuses on the background, purpose and direction, the theoretical basis and methods used in the study, and the paper structure, arrangement of chapters, the final paper describes the innovative point of the study. The second part reviews the domestic and international business support system research and development in the area. It focuses on analyzing the construction of China Mobile’s BOSS system, the status quo and existing problems. Gaps and deficiencies are compared; the necessity and urgency of NGBOSS system construction are proposed. PartⅢfocuses on the telecommunications industry market conditions at home and abroad. China’s strengths and weaknesses are analyzed. The current shortcomings in operational support systems are also analyzed in this part. The next objectives in the planning and construction of NGBOSS are proposed. PartⅣis the important part of this paper. It mainly introduces the design goals and principles of the NGBOSS, expounds the overall architecture design of BOSS system; introduces the design of the core business entity model in detail; illustrates the major sub-function description, and business processes; analyses several key technological capabilities which will be involved in the construction process. The fifth section summarizes the findings and significance, innovative points and lack of this paper; looks the development prospects of Shandong Mobile business operation support system construction.The innovations in this paper: First, to draw on the telecom business operation support system technology development based on the latest technology, in-depth study of the current telecom business operation support system architecture, combined with the existing system of Shandong Mobile reality; to give a brand new construction though from the perspective of the overall planning process and the design of the major subsystems. Second, based on the overall system architecture, combined with the needs of the development of business operation support system, the paper focuses on analyzing the key technology points.
