Abstract


The Eleventh Five-year Plan of utilizing of foreign capital has pointed out further promote the basic transition from "quantity" to "quality" of the utilization of foreign capital and put forward the concrete requirement in utilizing quality of foreign capitals. The western countryside is the relative area that lags behind of economic development of our country.Under the goal of the new socialist countryside construction,how to improve the quality of foreign investment absorbed of west region ,which needs solving badly. The main contents and conclusions are as follows:Firstly,this paper define the intension of quality of utilizing of foreign capital,and then,this article explain specifically the influence factors of quality utilizing of foreign capital under the object of new socialist countryside construction in western region.Secondly,on the basis of analyzing the influence factors,this study establishes index system of quality utilizing of foreign capital under the object of new socialist countryside construction in western region.Thirdly,on the basis that the evaluation index system is constructed,this text uses the evaluation system to check and evaluate the quality utilizing of foreign capital in western region. At last,according to the existing problems,this article puts forward some policy proposes.There are three innovations. Firstly,studying the quality utilizing of foreign capital under the object of new socialist countryside construction,it is the important innovation of theoretical research’s angle;Secondly,this paper defines the intension from the scale of utilizing of foreign capital,the structure of utilizing of foreign capital and the spillover effect of utilizing of foreign capital ;Thirdly,based on establishing the system of evaluation index, this essay composite evaluate the quality utilizing of foreign capital in order to offer the theoretical foundation for the improving the quality utilizing of foreign capital under the object of new socialist countryside construction in western region.
