Structuring one of premise of harmonious society of socialism condition is to harmonize the interest relation numerous and complicated handling regards in the homeland, especially finishing harmonizing matter of income distribution. Our country has got splendid economic development accomplishment, productivity has got a maximum raise the people’s living standards, getting extremely large improvement, comprehensive national strength maximum strengthen since the reform and openness. However, the income disparities are more and more big. This income gap is resolved if being unable to get the appropriate field, the contradiction between every level of society, will hinder the development of economy, and be disadvantageous society develop with aggravating.Assigning system is society economic system important component, and ownership embodiment on relations of income distribution. Income distribution system is that the member of society assigns public wealth and main product basis. The crux of the matter resolving the income gap lies in unceasingly perfect income distribution system. New China has set up queen our country assigning system experience four developing a stage, the only way going deep into the big problem studying this process is that science had appraised our country economic growth achievement effect, practical cognition and the gap resolving the current income. Twenty reformation many years has opened a material base, big problem has established for we had resolved the income disparities. Therefore, in the days to come our country assigns the system reformation will take that impartial justice is that value takes impartial to the truss, with just assignment system as target. The new period founding harmonious society in structure, our country reform of the distribution system has two general trends:the first is new even priority become fairness and efficiency impartial and just. The second is to structure third time income distribution system.
