Abstract


In recent years, urban management and law enforcement officers and law enforcement agencies have been frequent clashes between the violence of law enforcement frequent, urban violence, the phenomenon of intensified law enforcement in some cities has even caused a mass incidents, some places even to the urban management and staffing helmets , Polearms posts, keep the city environment, management practices, had become a force of violence. The phenomenon of urban management and law enforcement violence, a serious departure from the goal of building a harmonious society, affecting the party and the government’ s image in the eyes of the people and undermine reform, development and stability, and seriously affected the social harmony. In this paper, urban management and administrative enforcement problems faced by law enforcement problems, especially violence, an analysis of violence in urban management and law enforcement to believe that an immediate cause of the phenomenon of urban management and uncivilized law enforcement, law enforcement caused by improper methods, but the deeper reason is to manage the object specificity and the social security system is flawed and employment inadequate. Moreover, the administrative counterpart of violence, threats and other methods hamper the fight against law enforcement officers carrying out public duties such acts exist objectively. In this paper, building a harmonious society as the background to urban management in an integrated administrative and law enforcement incidents of violence are often seen as an example, an integrated urban management in China exist in a number of administrative law enforcement hot and difficult issues have been studied, and learn from the advanced experience at home and abroad to explain of China’ s urban management difficulties faced by a comprehensive administrative law enforcement for urban management departments to provide comprehensive law enforcement reform program of institution building, promotion of urban governance model and means of change and innovation, promoting the construction of harmonious society. This paper is divided into five parts. The first part introduces the research background of this article, the main research content, research ideas and methods, and research significance. The second part discusses the tendency of urban management and law enforcement violence manifestations, and causes harm, and to analysis and analysis of specific cases. Part III focuses primarily on urban management and law enforcement to solve violent tendencies significance. The fourth part of the list of developed countries and regions relevant experience in urban management system, and conducted a comparative analysis.
