Abstract

Health is the basis of all-round development of people and is that everyone should have basic rights. However, the children most in need of health care as the physiologic vulnerable groups, sometimes even this most basic right to health are not guaranteed, this is caused by incomplete and immature children’s medical security system. Until 2007, the State Council decided to carry out the basic medical insurance for urban residents experimental work before the children into the country’s medical insurance system. As one of the first pilot project in Guiyang city, as a result of newly implemented soon, there are still many problems. The purpose of this paper is through described the situation of children’s medical security in Guiyang completely and exactly, combined with theoretical analysis the problems of children’s medical security in Guiyang to find appropriate solutions, and propose countermeasures. This will improve the children’s medical security system of Guiyang, the lifting of the family to worry about sick children, nurturing the next generation of high-quality human resources and there is practical significance and application value.In this paper, the use of literature analysis of the subject of child care and child protection groups to analyze the characteristics and the relevant theory is reviewed for the analysis of the back issues to provide a theoretical basis. Then, a comparative analysis of the children at home and abroad the medical security system, to sum up, both at home and abroad come to Children’s Medical Security System enlightenment experience for children in Guiyang City, the reform of health care provides a valuable experience is worth learning from. In the article, the main part of through the use of a questionnaire survey, case interviews to obtain first-hand data and information to government information, such as a comprehensive analysis of second-hand children’s immunization program in Guiyang, the basic medical insurance for urban residents and business problems in insurance, including analysis of the focus of study is medical insurance problems,such as low enrollment, the system embodied in the uniqueness of children, such as inadequate. Finally, for the analysis, children at home and abroad and the experience of the medical security system lesson for children that do not need to set up a separate health care system, but can rely on is medical security system, the distinction is essential to realizing the special nature of children’s health insurance and welfare,can be "multi-directional," "three-dimensional" to meet the demand for children’s health, and accordingly put forward policy proposals, such as strengthening the community institution-building of health services, effective with commercial insurance, such as organic convergence.
