With the rapid development of computer technology and the quickening process of social informatization, the organization department of cadre management is shouldering great responsibilities in universities. As for universities, the organization work is of high level and influence the construction of cadre troop, which is a very important department. Therefore, in view of the characteristics of the management of cadres, if it uses the traditional management mode, work is trivial, difficult to add up or inquire, easy to make mistakes and not efficient. In addition, a large amount of data and decentralized source increases the difficulties of daily cadres management, so it desperately need to use the informatized means to realize the safe, accurate fast, and efficient mode of management, in order to change the traditional way of working and promote the informatization construction of cadres management. Therefore, the management information system will be used so as to reduce the workload, and improve the work efficiency. Designing a set of distributed deployment, has become a top priority, in order to meet scalability, expansibility, high reliability requirement, and deal with the mass heterogeneous information platform.With the continuous improvement of the cadre management work, the functions of cadres of the information management system are more comprehensive, so people have done a lot of research and development work. There are also systems on sale for management needs, but the functions are common different in emphasis and lack of target. So, according to the actual situation of my workplace, I did some exploratory research and designed a cadre management information system which is suitable and meet the needs of the daily management work.This essay first introduced the current situation, development and functions of MIS, then analyzed the characteristics of cadre organization management department, which determined the purpose and significance of this system. From the practical need of universities cadre management, based on the understanding of software development methods, I put forward the cadre management information system with object-oriented method. The system put up the B/S system structure and uses the JSP language, MySQL Database and the Myeclipse software as development tools. Through the development of public function and data interface module, this system can connect the subject control program to realize seamless connection, and I designed the management information system Database.This essay studies the following function modules which are expected to achieve: users’information management, cadres’basic information management, statistical analysis of the cadres’information, the formation and printing of the cadre information report, the cadre’s recommendation management, the selection of cadres management, the appointment and evaluation cadres management, the training of cadres management. It emphasized the recommendation management module design, with optimization algorithm. According to the scheme, cadres are recommended directing fairer and just, which can provide evidence for leaders to make a decision.
