Abstract


In accordance with the laws of the real economy, as well as Petty—Clark’s Law and the law about the process of the industrialization and industrial structure of the evolution, we can know the law of the industrial structure development is that:the more advanced industrial structure, the proportion of tertiary industry will be greater; the more primary industrial structure, the proportion of primary industry will be relatively large. The proportion of tertiary industry which is larger in industry structure will have greater impaction on the economic growth than the proportion of primary industry which is larger., when the proportion of the real primary industry is less than the standard one, or the proportion of the real primary industry is more than the standard one, the impaction on the economic growth will be different in the two situations, as well as the tertiary industry. The deviation model of the industrial structure before did not take this into account, so this paper will improve the original model on this point.We take the deviation model of the industrial structure as the main object of study in this paper, and we take some advance on the original model, finally we get the improvement model. We study the rationalization of the industrial structure of Liaoning province in this model from 1996 to 2007. At the same time, we take shanghai city as the other study object to have comparison test. Then we use another method proposed by Professor Luo Renhui which can measure the rationalization degree of the industrial structure, to test the rationalization of the industrial structure in Liaoning province, and test the feasibility and correctness of the improvement model. By studying the industrial structure of Liaoning Province from 1996 to 2007 in two methods, we find that:the deviation of the industrial structure in Liaoning province is increasing, which means the rationalization of the industrial structure in Liaoning province is weaker and weaker; the deviation of the industrial structure in Liaoning province have a increasing trend, which means the rationalization of the industrial structure in Liaoning province have reasonableness trend. Finally we give some advice about how to improve the rationalization of the industrial structure of Liaoning province by the result.
