Abstract


In recent years, with the rapid change of society survival environment and life style, Juvenile delinquency is becoming more and more serious, causing people’s great concern and attention. Full of curiosity and appetition to everything around them,juvenile is a sensitive and fragile group in the starting stage of life, Despite longing to have identity and independence, they don’t have enough intellect and experience to distinguish all around. Our government makes corresponding criminal policies based on physical and psychological features of juvenile, which are easy interfered with around social environment, strongly of plasticity and easy to receive education and transformation. Meanwhile under the principle of“education prioritizes the punishment”,our government has carried out a lot of work.?In the first department of this content, according to the investigation in Songshan district ,Chifeng, the author obtained the first-hand dates of juvenile delinquency and by using the method of consolidation, comparison, analysis, the author has found that the situation of juvenile delinquency in this district is very similar with our country, which has typical significance.There is often some bias existing on the execution of juvenile criminal policy during the course of the actual work of judicial practice department, which is only slightly treated to criminals without outstanding the core position of“putting education first”on the basis of the analysis of judicial criminal policy and in connection with the particularity of juvenile, the author puts forward properly expanding proportion of applicable public surveillance , which is specially different from adult in executive mode .The second part is summary about juvenile public surveillance, analysis and illustration of the huge value to juvenile public surveillance, and the agreement character between the law and the criminal policy.The third part is mainly on the improvement of juvenile public surveillance in aspect of execution, and some suggestion separately put forward from executive subject, executive contents and guarantee.
