Abstract


In recent years, with the rapid development of science and productivity, businesses face the increasingly competitive market. In the context of expanding the power grid and rapid development of smart grid, various types of energy metering pass devices are doubling increasing very year. Sichuan Electric Power Experiment Research Institute Center as Sichuan Power Company metering technology management department, took nearly a province-wide energy metering devices and the gateway to a large electric customer energy metering device verification work, the energy measurement of traditional management model cann’t meet the current development situation.Now, the energy measurement of Sichuan Electric Power Experiment Research Institute informatization are beginning the technology work to achieve the certification records of staff to facilitate the certification process, see the metering equipment ledger; managers at all levels can be measured according to test data analysis, statistics test workload, export device information to reduce errors caused by input concentration. In this development in line with hospital characteristics, standardized management system, energy metering, in order to better adapt to the measurement of electrical energy requirements at this stage, improve efficiency, to provide quality customer service to build a network platform for mutual exchange. In this paper, Sichuan Electric Power Experiment Research Institute of the energy measurement of the actual situation and the functional requirements were analyzed and elegant, the work situation of energy metering and related systems development at home and abroad to do more in-depth understanding of the situation, a comprehensive understanding of the current metering management system technology development status and trends, a brief description of standardized management of energy measurement system design and development process involved a number of technical concepts. Then this software engineering technologies and Sichuan Electric Power Experiment Research Institute metering management system combined with the idea of information systems development system solutions, and give the detailed design and part of the implementation results.This design of standardized management of energy metering system uses the B/S model of the overall framework, the browser interaction with the server architecture, using the popular three-tier MVC architecture, the system’s model layer, view layer and control layer separation to achieve decoupling purposes, to facilitate system development and maintenance. The system development platform is based on Java EE, to Struts + Hibernate + Spring development framework as a system, the database server using Oracle. In this paper, the various functional modules from the system requirements analysis to the detailed design and are using a modular design, and implement some functionality.
