Abstract


The general crisis of the Western welfare state in Europe and the United States a direct result of the public service reform as the core of the government reform movement , government purchase of non-governmental organizations since the 1970s , the West dominated the public service delivery mechanism . Since the 1990s , the Chinese government , the implementation of a \social intermediary organizations, civil society organizations , including the implementation of the government purchase of services to non-governmental organizations , which can get a higher degree of meet the public interest ; may also promote the transformation of government functions ; can also promote the growth and development of the civil society organizations . Part of the economically developed regions in China , such as Shanghai has begun the practice of the government to buy the services of non-governmental organizations , but compared with the practice in the United Kingdom and the United States , the practice in our country but also in the non- regularization , fragmented , non- institutionalized state . Civil society organizations started this regard with the Chinese government to buy later related , on the other hand because of the Chinese government to buy the services of non-governmental organizations constrained by three factors : First, the role of government and the functions of the disorder ; CSOs resources shortages ; Third, the commercialization of civil society organizations in the process of government procurement of services , quasi-governmental , responsibility blurring them in the development of unhealthy . Therefore, the current drive for the development of our government to buy the services of non-governmental organizations to do the work of three , that update the government purchases the services of the concept of civil society organizations to expand the field of government purchase the services of non-governmental organizations , the healthy government purchase mechanism for civil society organizations service .
