Abstract


With the great changes of the rapid development of the economy and society , the increasing complexity of the functions of government , management capabilities and efficiency of the public administrative institutions have become increasingly demanding , professional capacity building of civil servants on the agenda has become a necessity . Civil servants in the modern administrative environment in the use of public power in accordance with the law and other public resources to perform administrative functions in a scientific and effective way to govern the country , serving the people , and promote sustainable growth and social development , to achieve fairness and efficiency of various civil service professional competence activities require the sum of the energy and power . The mechanism of protection of the capacity building of the civil service career public sector career in public service capacity building elements combine to form an organic whole to protect and enhance the stability of the civil service professional competence . To establish a career in public service capacity building protection mechanisms to adapt to competition in the world situation and the service-oriented government building trend . Through the establishment of a career in public service capacity building protection mechanism conducive to strengthen the civil service professional sense of competition , and effectively improve the civil service professional competence , to ensure the continuity of the civil service the occupational capacity building process , thus building a high-quality , professional civil service . Career in public service capacity building has gradually got onto the track. However , in the in occupational capacity building process , but also there is lack of ideology unreasonable construction process , civil service defects . Therefore, there is an urgent need to establish a set of professional capacity building protection mechanisms , ideas, systems and environment to safeguard the smooth progress of the capacity building of the civil service career . In this paper, the following ideas to expand the study: First, of a career in public service capacity building support mechanisms related concepts and proposed goals and the theoretical basis for the establishment of a civil service professional competence safeguard mechanism . Second, the analysis of the status of a career in public service capacity building , pointed out that the impact of the civil service professional capacity building factors , and analysis of the relevant factors of the achievements and shortcomings of the career in public service capacity building support mechanisms . Finally , analyze problems and analyze the reasons based on the concept , system and environmental dimensions discussed specific measures to improve the civil service professional capacity building security mechanism .
