With the knowledge economy era, the competition between nations is no longer a simple competition for resources, but the competition in science and technology to win national strategic advantage which has become a key factor. At present, China is in the transformation and upgrading of industrial structure, and the crucial period of the establishing innovation-oriented country, but the structure contradictions are extremely prominent, especially the large disparities during the regional, the lower ability of independent innovation and competitiveness on industrial, etc. The“Twelfth Five-Year Plan of our nation”is passed during the Fifth Plenary Session of the CPC Seventeenth, emphasizing the economic restructuring, technology and innovation. So enhancing the increasing technological innovation has become the urgent and strategic tasks in the social development.Currently, the regional innovation has become a common research focus in politics, academy and business. With the continuous deepening of reform and opening up, the structure of the innovation subject has changed, and enterprises have gradually become the mainstay of technological innovation. Basing on analysis the staging, status and difference of innovation, the difference of the regional innovation is obvious by empirical study, and reaching the following conclusions:Fist, our country is in the transition from the improved technology to the independent innovation, the stage and gradient of characteristics are very obvious.Second, there is extremely uneven distribution of regional innovation resources in our country, which further led to uneven spatial distribution of innovative output, and therefore China is characterized by obvious regional innovation differences.Third, through DEA and Malmquist Index analysis, we obtained conclusion that the overall technological innovation efficiency of industrial enterprises is low, and the differences in regional innovation efficiency are significant, and the difference is the largest during the inner eastern region. While the level of TFP in our country is growing, causing by the technological progress, though it is lower in our country. The obvious pursuing effect is presenting between the central and west regional.Fourth, convergence tests show thatσ-convergence andβ? convergence feature are obvious in our country, but theβ? convergence is not obvious in east region.
