Abstract


In developed countries, production services have become an important support for economic development, and taken a dominant position in the economy. Jiangsu has entered the middle stage of industrialization in general. The development of production services is important to upgrade other industries , especially for manufacturing, releasing the pressure of unemployment and enhancing the sustainability of economic development, So it is an inevitable choice. The too small portion of producer service, unreasonable structure, inadequate capacity to absorb labor force, less competitive and other obvious problems of production services in Jiangsu province are seriously restricting the sustainable and healthy development. It requires further study and understanding to the production services to have a clear development idea and development direction and expand the development in order to guide the production services development to a higher level in Jiangsu Province.The paper applied the theory of industrial economics and industrial development policies and combined with the characteristics of producer services and functions to conduct a comparative study on the level of development from the perspective of industry level of production services in Jiangsu province. The paper constructed evaluation system of four levels of service industry of the economic function, social function, joint function, the production of innovative features and started from each function of eight indicators of the industry contribution rate, output tax rate, employment share, average wage levels, industrial induction coefficient, industry influence coefficient, FDI index, TFP contribution rate to have a objective and comprehensive reflect of the industry level have a realization of quantified evaluation to industrial levels; For production services’content classification, the paper referred to the classifications of foreign and domestic institutions, organizations, scholars and ultimately classified the production services into transportation, warehousing and postal industries, information transmission, software and computer services, financial services, real estate , wholesale and retail trade, leasing and business services, scientific research, technical services and geological prospecting industries and chose AHP to evaluate the industrial level. Finally , the paper compared the industrial level of Jiangsu province with Shandong、Zhejiang and Guangdong province to evaluate the industrial level in Jiangsu province and analyzed comparatively to the levels of the seven major production services industries to evaluate the individual industrial levels in Jiangsu province .Based on the comprehensive evaluation of industrial levels, the paper put forward respective policy suggestions to promote industry levels and the development of production services in order to provide the basis for reference during the route identification and direction choosing of production service development during the next five years .
