Abstract


As a basic social and political system in villages in China, the villager autonomy system is a great creation in the process of democratic politics in China, which is the important content to strengthen the construction of the rural grass-roots organizations. After several years of development, the system has brought great changes to the Chinese peasants, and improved the political quality and the democratic legal awareness of the peasants, and motivated peasants’political enthusiasm, and promoted the social stability and economic development of the villages. As the core and basis of the villager autonomy, the election of the village committee members plays a positive and profound role in the democratic politics construction in villages. However, in the actual election of village committee, specially in Wen Zhou that the economy rapidly develops, there are inharmonious voices during the process of elections to some extent, which effects the healthy development of villager autonomy, and specially in the process of the ninth village committee election this year, the problems are getting worse, which are the potential problems in the construction of new villages. By the ninth, wenzhou, zhejiang village committee election observation of the practice, the paper present the reality of China’s rural village committee elections ecological, namely the villagers democratic capacity is low, buying serious and problems left over by history influence, local government administrative intervention too much more difficult to control and guide to public opinion, and from three aspects of the present situation of the village elections analyses the reasons, namely economic interests, the supervision and guidance communication influence the lack of the joint mechanism and the laws and regulations of the system is not perfect, etc. According to current situation village elections, must perfect legal laws and regulations, basic level from the government improve way, strengthen the supervision and guidance villagers, the stop the power of religion influence and the standard "the village two committees" operation relationship to such aspects as to realize the standardization of the village elections.This paper attempts to put forward the improvement of the present situation of the village elections Suggestions and countermeasures to through various efforts to promote the development of democratic politics of rural China as well as to improve the ability of the villagers autonomy, and finally to standardize the election of villagers really and realize the village autonomy. China’s vast land, the country may not to society carries on the comprehensive management and service, we must give play to the people of autonomous ability, encourage people to political participation, realize grassroots people’s self management.
