Abstract


In 1995, along with our country’s old-age insurance system reform, our country basic old-age insurance changed from solely society-planned system to a combine society-planned and individual account system. Corresponding with this, the old-age insurance fund collection (refers to basic old-age insurance) also changed from past cash basis to the present partial accumulation system.As for the management pattern, the premiums are collected by all levels of social security organizations, tax organizations. All levels of social insurance fund management organizations transfer the collected funds into the specified financial accounts and put the surplus in the bank or treasury bonds.According to overseas experiences, the increase of old-age insurance fund is achieved by the investment in the capital market. At present according to the realistic situation in China, investment in the capital market can be made. But investment in the capital market inevitably faces the risk which if cannot be controlled; we can not realize the increase but also will have a loss on the pension funds. Therefore, it’s necessary to study and control the fund investment risk.There are two categories of investment risk of pension funds: management risk and operating risk.This article analyzes the reasons and the risk prevention mechanism of the pension fund investment. First, it obtains the risks faced by the investment from the old-age insurance fund investment management pattern flow; Next, it analyzes the management risk rising from the multi-level agency problem and information asymmetry; Next, it elaborates the measurement and control of operating risk; Finally, based on the above analysis, it discusses how to establish the risk prevention mechanism.
