Abstract


As a powerful tool to support the development of export-oriented economy of the country , especially to support exports , export credit insurance since its birth , has strong political overtones and policy nature countries have opened a state-owned policy of export credit insurance company . But after the 1980s , the countries of state-owned insurance companies policy after another revealed the drawbacks of monopoly business and began operating difficulties underwriting mature technology and raising the level of risk control , the private credit insurance companies has become increasingly prosperous . States set off a climax of the market-oriented operation of credit insurance , and focus on short-term export credit insurance, credit insurance reform . China since the pilot export credit insurance in 1988 , and joined the WTO at the end of 2001 after the establishment of a wholly state-owned franchised export credit insurance institutions - China Export \u0026 Credit Insurance Corporation , to tie in with the national foreign affairs, foreign trade, industrial , fiscal and financial and other policies to support the export of goods , technology and services , especially high-tech , large value - added mechanical and electrical products and other exports of capital goods . Inevitably, the China Export \u0026 Credit Insurance in development at the same time , also showing the drawbacks of the credit insurance market, state-owned monopoly run , in the long run , this business model is not the best choice supporting role in the foreign trade , It also attracted the attention of academia , industry and government decision-makers . In this paper, monopoly theory , monopoly business model of judgment and evaluation of the theoretical basis of the industrial organization theory and the theory of institutional change , such as credit insurance in China , pointed out the disadvantages of monopoly business ; based on the analysis of short-term export credit insurance risk characteristics and operating results , argument in the market operation with risk control and profitability and the cancellation of the theory of the price elasticity of the argumentation government subsidies will not have an impact on market-oriented , so as to solve the obstacle of the price of the market-oriented operation , proved that market-oriented operation the necessity and feasibility ; then drawing on Western export credit insurance market reform on the basis of the experience , the summary of which China has a draw on the experience of meaning ; Finally, combined with China's national conditions , proposed the concept of short-term export credit insurance market-oriented operation mode and given the operation of the market-oriented institutional additional recommendations .
