Abstract


It’s the key content of social security system to ensure social security for everybody, the important institution for constructing the harmonious society, and also the natural requirement to build a moderately prosperous society in all aspects. However, China’s social endowment insurance system was a topical dual structure of“emphasis on city and share by urban and rural areas”, and the rural social endowment issues still haven’t be fundamentally solved, and many problems existed in urban areas as well. Those all made the coordinated development couldn’t be realized in urban and rural social insurance system, and also the building a moderately prosperous society become vain. How to promote the overall coverage of the social endowment insurance on the perspective of balancing the urban and rural area has become critical and important.From the perspective of balancing urban and rural development, by the conception’s definition and connotation’s elaboration of this balancing, this paper proposed the theoretical and practical basis for building the social endowment insurance system with urban and rural integration, and proved the necessity and feasibility of building that system. Meanwhile, the paper systematically summarized the evolution progress and present situation of Shaoxing’s urban-rural social endowment insurance system in the 30 years of reform and opening-up, pointed out some main problems currently existed, and analyzed the deep-seated reasons in various aspects like principle, system and fund. After that, from the realities and conditions of Shaoxing, the writer has designed a system platform, which could be transferred and connected with the basic endowment insurance system for urban employees and new urban-rural endowment insurance system, and proposed some countermeasures, such as integrating the various endowment insurance systems in current rural areas, improving the basic endowment insurance system for urban employees, and opening the connecting channel of new urban-rural endowment insurance system, in order to ensure the smooth functioning of the system platform.
